Description

Job Title: Principal, Construction Planning, Design and Development

Division: Facility Services

Work Arrangement: Onsite only

Location: Houston, TX

Salary Range: $139,387 - $170,000

FLSA Status: Exempt

Work Schedule: Monday – Friday, 7 a.m. – 4 p.m.

Summary

Involved in all activities of planning, bidding and executing major construction projects. These projects generally range in value from $1,000,000 to $7,500,000. Occasionally, once every 5 to 10 years there will be a project to construct a new clinical, education, or research facility that could have a budget of over $150,000,000. These projects will be located in the Texas Medical Center vicinity, so very little travel is anticipated with this position. Daily activities will include anything from interacting with architects and engineers on design or construction issues, to working through the permitting process with the City of Houston, to managing the bidding and selection process for contractors and sub-contractors, to walking job sites to ensure construction activity is aligned with the plans and specifications for the project, to punch list development and project turn over to occupants once the Certificate of Occupancy is received. The scope of this position includes all things involved in and related to major capital projects management and delivery in a major academic medical institution facility.

Job Duties

Responsible for managing communications between all project stakeholders to ensure that issues are communicated and resolved in a timely manner.

Responsible for walking the job sites on a regular basis but no less than 3 times a week to ensure that all plans and specifications are being adhered to. Identify any deviations and resolve issues, particularly workmanship, before work continues so any lost time and materials will be minimized.

Ensure that project scopes, schedules and budgets are well communicated and agreed to before construction begins.

Prepare reports on project progress and how the progress relates to the schedule and budget.

Maintain good working relationships with BCM stakeholders so that issues regarding scope changes can be managed to a successful outcome.

Interact with all Facilities teams to ensure that all new construction conforms to the BCM standards and that the maintenance team is able to maintain the facility once the project is completed. This involves scheduling site walks with the maintenance team leaders during construction to ensure that there are no interferences that block access to equipment.

Occasionally work with risk management on insurance or FEMA claims.

Perform other job-related duties as assigned.

Minimum Qualifications

Bachelor’s degree.

Eight years of relevant experience.

Preferred Qualifications and Skills

Degree in engineering, engineering technology, construction management or architecture.

Minimum of 5 years managing construction projects and interacting with multiple trade contractors.

Two years of experience reading and negotiating construction contracts.

Ability to remain calm and make critical decisions in stressful situations.

Must be willing and able to engage in onsite decision making with contractors and their sub-contractors.

Ability to effectively communicate (written and verbal) at all levels of the organization.

Ability to convert conceptual discussions into a well thought out plan to resolve the issues discussed. Document the plan and communicate the approach / solution to the stakeholder(s) in a manner that is understandable and respectful.

Ability to effectively identify the critical path issue on a variety of fronts and to act accordingly to resolve problems before they impact the overall program or operation.

Effectively embrace the randomness of issues that arise on a daily or hourly basis.

Ability to frame solutions in a manner where all stakeholders see the solution as a “Win-Win” opportunity.
